On the other hand, the commercial depression and scarcity of money prevailing here at present, which have been commented on in China, and the late extensive conflagration in the native part of the town are a serious aggravation of the difficulties which might in any case have been expected, but they must be regarded as greatly adding to difficulties which it is the duty of the Government not so much to contemplate as to overcome.
